October 13, 2008 minutes
The meeting was called to order at 6:00pm by Chairman Wayne Staidl at the Grover Town Hall. Board members in attendance were Chairman Wayne Staidl, Supervisor Bob England, and Supervisor Jack Clark. Others in attendance were: Clerk/Treasurer Lisa Witak, Zoning Administrator Kim Kittredge, John Madtson II, Karl Stibbe, Eugene Bancroft, Shirley Prudhomme-Peshtigo Times, and David “Buzz” Davis.
Motion by England, second by Clark to approve the agenda. Carried.
Motion by Clark, second by England to approve the minutes from 9/8/08. Carried.
Motion by England, second by Clark to approve the treasurer’s report. Carried.
Public Comment: Karl Stibbe wants to know who is going to pay for washing vehicles that get dirty from the construction of the new highway. He is also calling the DNR about a sump going into the gravel pit.
John Madtson asked about digging a ditch on his homestead property and the proper procedure to follow. The board suggested contacting the FSA and DNR.
Communications: The Great Lakes Chronicle was received and the Dept of Administration population estimate.
Officer Reports:
Clerk/Treasurer: Lori Bushmaker is going to chief inspector training for elections. The public voting machine test is 10/25/08. Lisa gave a convention report.
Supervisor I: Scott Construction is done with the roads. Bob removed some downed trees. The county highway department wants and agreement that the town will spend a certain amount of money with them each year.
Motion by Staidl, second by Clark to approve a request from KumALong Sno-Riders to use the same roads as last year. Carried.
Supervisor II: Patching is finished and grass is finished being cut. Jack has some stuff to take to the landfill that was found in the ditches.
Chairman: Wayne gave a report on what he learned at WTA convention.
Garbage/Recycling Coordinator: The letters went out. Lisa had to make her own labels this year.
Zoning Administrator: There was 1 rezone application, 1 driveway permit, and 4 building permits including a new home this month.
The LOSA firefighter pension will be brought up at the budget workshop.
Motion by Clark, second by England to appoint Kay Lantow and Connie Kahl as pollworkers until 12/31/09. Carried.
Lisa will put out a survey about a town website at the election.
A unanimous vote was cast by the board to approve Ordinance 2008-06 regarding citations. Carried.
Motion by England, second by Clark to allow the zoning administrators, constable, chairman, and garbage/recycling coordinator to issue citations. Carried.
Motion by England, second by Clark to accept the proposal by Kerber, Rose & Associates to conduct the 2008 audit. Carried.
Wayne will need to talk with the Town of Pound about the plowing of Townline Road.
Motion by England, second by Clark to approve operator’s licenses for Ashley Schwartz, Christopher Race, and Linda Bodin. Carried.
There will be a meeting at the county highway shop in Peshtigo to meet with the county to discuss the maintenance agreement the county wants.
Motion by England, second by Clark to approve vouchers 10285-10339. Carried.
Motion to adjourn at 7:50pm by Clark, second by England. Carried.
