Town of Grover
March 9, 2009 minutes
The meeting was called to order by Chairperson Wayne Staidl at 6:03pm. After opening ceremonies, roll call was taken with board members Wayne Staidl, Kim Kittredge, and Jack Clark present. Others in attendance were: Lisa Witak-Clerk/Treasurer, Estelle Boehm, Buzz Davis, Matt Peters, Sally Witak, Barb Hoffman, Wayne Hoffman, Monica Halverson, Eugene Frank, Jerome Frank, Robert Kruse, Dan VanDeWalle, Gordon Klimek, Vern Cramer, Naomi Dumke, and Shirley Prudhomme-Peshtigo Times.
Motion by Clark, second by Kittredge to approve the agenda. Carried.
Motion by Kittredge, second by Clark to approve the minutes from 2/9/09. Carried.
Motion by Staidl, second by Clark to move the M&I money market to Peshtigo National Bank to get the higher interest rate and approve the treasurer’s report. Carried. Motion by Kittredge, second by Clark to leave the current CD as 24 months at Peshtigo National Bank. Carried.
Public Comment:
Gordon Klimek asked about the burnt down house on Church Road. Kim Kittredge has sent a letter to the owner and it was returned. She also sent one to his father who doesn’t know where the owner is.
Jerome Frank asked about Little River Park and who will be caring for it this year. He suggested the board contact Wally Hitt as there is a 4-H club that will do it.
Buzz Davis had a complaint about garbage because he got a note that it wasn’t separated and wanted to know why. Witak explained the recycling separation rules.
Matt Peters asked about ag zoning and taxes going up. He was given the assessor information.
Bob Kruse asked about why the discussion/action item on Michels concrete batch plant was not on the ad in the paper.
Correspondence:
An invitation to the Coleman/Pound library open house was received, a letter from the Coleman Rescue Squad with a form to fill out, a notice of DNR Forest land, and a letter from Dave Hansen. Wayne received a letter from Violet Frank concerning Little River Park along with some pictures of the park.
Officer Reports:
Clerk/Treasurer: The spring election is April 7, 2009.
Supervisor I: None
Supervisor II: Jack reported that Howard Murphy feels we should put risers on the septic tanks. The back tire on the brush cutter was changed. Jack wants to know if we should get a bulldozer in to level out and widen the area behind the town hall.
Chairperson: None
Garbage/Recycling Coordinator: None
Zoning Administrator: 1 conditional use permit application and 1 building permit were issued. There are old fire signs around the town that need to be taken down, Lisa will post this on the website. Kim is still checking into the fire numbers on River Run Road.
Motion by Clark, second by Kittredge to approve the formal complaint policy. Carried.
Motion by Staidl, second by Clark to approve Buzz Davis as a poll worker. Carried.
Motion by Staidl, second by Kittredge to approve Tim Kamm, Carlon Strutz, and Mark Seymour as appointees to the fire commission. Carried.
Discussion was held on signing a propane contract for next heating season, but no action was taken.
Motion by Clark, second by Kittredge to send the issue of ag land zoning and farmland preservation rules to the plan commission. Carried.
Motion by Clark, second by Kittredge to approve an extension to the Michels concrete batch plant until 12/31/09 with the request that they travel only towards Kamm Road since the highway 41 construction is not complete. Carried.
Motion by Clark, second by Kittredge that Witak attend the WMCA district meeting in Woodruff 3/20/09. Carried.
The next meeting will be April 14, 2009 at 6:00pm and the annual meeting will be April 14, 2009 at 7 pm.
Motion by Clark, second by Staidl to approve vouchers 10495-10533 and payment to Decker Supply and WMCA District 8. Carried.
Motion by Kittredge, second by Clark to adjourn at 7:35pm. Carried.
