Billboard hearing
The hearing was called to order by Chairman Wayne Staidl at 7:15pm at the Grover Town Hall. In attendance were: Chairman Wayne Staidl, Supervisor Wayne Hoffman, Clerk/Treasurer Lisa Witak, Plan Commission Members: Mary Colassacco, Sally Witak, James Hartman, Corey Kuchta and Sue VanDeWalle; Shirley Prudhomme-Peshtigo Times, Larry Sidman-Jones Sign, Ed Kasal, Jason Kasal, Tom Strouf-Mayor City of Peshtigo, Pastor David Zahn-Peshtigo Chamber President, Tom Gryzwa, Buzz Davis, Jack Clark, Kent Finger, Eugene Frank, and Tom Kuchta.
Tom Strouf said the state has restricted signs going into Peshtigo and there is no area of the bypass in the city limits for them to put signs.
Tom Grzywa of Peshtigo Chamber said Peshtigo has strengths and weaknesses. Current highway 41 will become Business 41 to designate that there is business on that road. They are working on a marketing strategy including billboards but do not want the area to look like the highway from Peshtigo to Marinette and feel there should be restrictions.
Pastor David Zahn noted that a revision of the sign ordinance would help Peshtigo businesses.
Buzz Davis said that speaking as a traveler signs are very important for finding destinations.
Kent Finger asked about what the current sign ordinance is and what size signs are allowed.
Larry Sidman stated that only 3 properties in the town right now would be allowed to have signs according to state law as only commercial or industrial zoned properties can have signs. Property can not be rezoned commercial specifically for putting up signs as that is illegal spot zoning. He noted that sign size varies but the standard highway sign size is 14’X48’.
Tom Strouf noted that there will be welcome signs on each end of Peshtigo within the city limits.
Corey Kuchta asked how much rent a landowner gets from billboard rental and Larry Sidman noted it is confidential and privileged information and varies with each one.
Kent Finger asked about lighted signs and Larry Sidman noted that the lights are generally on a timer and go on at dusk and off at midnight.
Eugene Frank said 70% of new people he talks to at his restaurant come because of Peshtigo & Oconto billboards.
Tom Strouf said he believes 1 mile apart would be ok.
Sally Witak asked if this would be a conditional use process or how the town would regulate signs.
Larry Sidman stated the town says how long a rezone can last if there is no construction started.
Wayne Staidl noted it may be a good idea to have a quota and there is only a certain number of signs allowed and then that’s it.
Jim Hartman asked if all current possible sign properties are on the same side of the road and they are.
Larry Sidman noted that natural barriers also restrict where signs may go.
Tom Gryzwa noted it depends on landowners allowing signs also.
Corey Kuchta said that it will be hard to have a quota and then all the signs go in one spot and there are no more able to be put up.
Kent Finger said the town board should consider limiting the number of signs and the distance between them.
Larry Sidman said a lot of times sign companies will go a little farther apart to allow longer viewing time.
The suggestions of numbers range from 0-14 signs.
Larry Sidman said you need to be 300’ from a town road by law.
The suggestion that dog owners pay a daily fee when the constable has their down sounded like a good idea to all at the meeting.
Motion by Staidl, second by Hoffman to adjourn at 8:20 pm. Carried.
