Minutes
The meeting was called to order at 6:05pm by Chairman Staidl at the Grover Town Hall. In attendance were Chairman Wayne Staidl, Supervisor Kim Kittredge, and Supervisor Wayne Hoffman. Also in attendance were Clerk/Treasurer Lisa Witak, Renee St Laurent-Next Media, Estella Boehm, Lud Richter, Vern Cramer, Naomi Dumke, Larry Sidman-Jones Sign, Ed Kasal, Jason Kasal, Gordon Klimek, Wade Larsen, Jack Clark, Eugene Bancroft, Eugene Frank, Kent Finger, Rick Vandervest, Erik Vandervest, Buzz Davis, and Shirley Prudhomme-Peshtigo Times.
Motion by Kittredge, second by Hoffman to approve the agenda. Carried.
Motion by Staidl, second by Kittredge to approve the 6/8/09 minutes. Carried.
Motion by Kittredge, second by Hoffman to approve the treasurers report. Carried.
Public Comment:
Estelle asked about how snowplowing would be paid if the town decided to go with the lump sum contract.
Communication:
Tourism newsletter, landfill fees are going up letter, Transportation aid payment, fire due payment
Officer Reports:
Clerk/Treasurer: The state is talking about a possible uniform voting system by the year 2011. Lisa is currently attending the Clerk/Treasurer Institute in Green Bay
Supervisor I: None
Supervisor II: County Line Road is finished except for the shoulders.
Chairman: None
Garbage/Recycling: None
Zoning Administrator: There was 1 driveway permit and 7 building permits this month. 1 off premise sign was removed and one dead end sign was removed.
Constable: None
Motion by Staidl, second by Kittredge to approve resolution 2009-03 following the plan commission recommendation on allowing off premise signs. There will be no more than 8 structures allowed on Highway 41 at least 600’ apart with lighting allowed. The maximum sign size is 14’X48’ and maximum height is 70’. There will be a $200 application fee but no annual town permit fees. Carried.
Motion by Kittredge, second by Hoffman to accept the Cramer Excavating proposal for snowplowing in the town for 2 years with the right to dismiss. Kasal Lane will continue to be plowed by the county. Carried.
Motion by Staidl, second by Kittredge to have Hoffman look at Shortcut Lane and see if there is a problem with it holding water and if it needs to be ditched better. Carried.
Motion by Kittredge, second by Hoffman to pay the difference in cost of the fence for the town cemetery after the funds from Bob England’s memorial are donated. Carried. July 25 will be a workday at the cemetery.
Motion by Kittredge, second by Staidl to get a sign for the black bridge that says nothing is allowed on top of the bridge. Carried.
Motion by Staidl, second by Hoffman to add language to the complaint policy that complaints need to be in writing and signed before being submitted to the town employee. Carried.
Motion by Staidl, second by Kittredge to approve operator licenses for Kendra Race, Nicholas Kaczmark, Kiley Wortner, and Tammie Wood. Carried.
Motion by Staidl, second by Kittredge for Wayne Hoffman to attend the WISLR meeting 8/12 and Kim Kittredge to attend the sign meeting 9/14. Carried.
Motion by Staidl, second by Kittredge to approve vouchers 10635-10675 and pay for the meeting attendance. Carried.
Motion by Hoffman, second by Kittredge to adjourn at 8:05pm. Carried.
