April 14, 2009 Minutes
The meeting was called to order at the Grover Town hall at 6:00pm by Chairman Wayne Staidl. In attendance were Chairman Wayne Staidl, Supervisor Kim Kittredge, and Supervisor Wayne Hoffman. Others in attendance were: Lisa Witak-clerk/treasurer, John Krause, Naomi Dumke, Vern Cramer, Buzz Davis, Jack Clark, Lud Richter, Eugene Bancroft, Barb Hoffman, Travis Kittredge, Estella Boehm, Monica Halverson, Kent Finger, Nehemiah Bex, Brian Bex, Debbie Braley, Cecile Seefeldt, Leo Seefeldt, Troy VanDeWalle, Sue VanDeWalle, and Shirley Prudhomme-Peshtigo Times.
Motion by Kittredge, second by Hoffman to approve the agenda. Carried.
Motion by Kittredge, second by Hoffman to approve the 3/9 minutes with the following correction: the time posted should be noted on postings. Carried.
Motion by Kittredge, second by Hoffman to approve the treasurer’s report. Carried.
Public Comment:
Buzz Davis noted the board is doing a fine job.
Communications:
Lisa and Wade signed the fire dues form and it was submitted. Notice of injury about fire department truck accident, General Transportation Aids notice, Recycling Grant award notice, contaminated soil notice, and landfill testing report.
Wayne received a propane proposal from Countrystyle Propane.
Officer reports:
Clerk/Treasurer: The April 7th election had 283 votes and 7 election inspectors.
Supervisor I: none
Supervisor II: none
Chairperson: There was a complaint of animals ruining a field and after contacting the WTA there is nothing the town can do about an Ag animal problem.
Garbage/Recycling Coordinator: There were lots of complaints last pick up and Lisa is working with Gary on those. She is also checking with him concerning picking up down Marquardt lane rather than just at the end of the lane. She is working on the annual report.
Zoning Administrator: 2 building permits, 1 driveway permit, and 2 fire signs were issued this past month. Kim took down old fire numbers on various roads. The conditional use permit from last month is pending. A letter was sent to Michels and they signed it regarding their extension. She is still looking into the burnt down house issue.
Constable: Troy is in need of a new dog kennel as the old one is in bad shape. He asked what should be done about loose pigs. Troy said it would be nice to give the Menominee Animal Shelter a donation as we take the dogs there that are unclaimed.
Motion by Kittredge, second by Hoffman to give the Menominee Animal Shelter a $100.00 donation. Carried.
Motion to further investigate the fire sign and illegible road sign issue and then act on after more information is received by Staidl, second by Kittredge. Carried.
Motion to accept a resolution to allow an ATV route down Townline Road (shared with Town of Pound) from County B to Hwy 64 with annual renewal needed by Staidl, second by Hoffman. Carried.
Motion by Staidl, second by Hoffman to approve the Marinette Meteors 4-H Club to be park caretakers with Jerome Frank as an overseer to help them. Carried.
Motion by Staidl, second by Kittredge to appoint Wayne Hoffman to a 2 year term on the plan commission and to reappoint Mike Thurow, Jeff Hartwig, and Joel Rohde to another term on the zoning appeals board. Carried.
Motion by Staidl, second by Hoffman to approve an operator’s license for Karrie Woodward. Carried.
Motion by Staidl, second by Hoffman for the 3 board members to attend the 4/16 WTA district meeting in Wausaukee and the 5/21 WTA workshop in DePere. Carried.
Motion by Staidl, second by Hoffman to recess until after the annual meeting at 6:59pm. Carried.
The meeting was reconvened at 8:45pm.
Motion by Staidl, second by Kittredge to put an ad in the Peshtigo Times for 2 weeks for proposals on snowplowing/sanding with a due date in June and to run the ad again closer to the due date and to put the road bid ad in for 2 weeks with a due date of 5/11. Carried.
Motion by Kittredge, second by Hoffman to hire Jack Clark and Buzz Davis as highway employees. Carried.
The next meeting will be 5/11/09 at 6pm with the road bid opening meeting at 5:30pm on the same date.
Motion by Staidl, second by Kittredge to approve vouchers 10534-10579 and to pay for WTA registration, Shooby's Trophy’s, and donation to Menominee Animal Shelter.
Motion to adjourn at 9:30pm by Staidl, second by Hoffman. Carried.
